What Is Relay Service?

Telecommunications Relay Service (TRS) connects individuals who are deaf, hard of hearing, DeafBlind or have difficulty speaking with family, friends and businesses over the phone. With specialized telephone equipment, individuals can communicate with standard telephone users through the use of specially trained Communication Assistants who facilitate the calls.

How do I call Relay?

Dial 711

To place a call through Relay, simply dial 711 to connect with a Communication Assistant (CA). The 711 access number is toll-free and can be used anytime, nationwide. Let the CA know if you’ve never experienced a relay call before, the CA will explain how it works before connecting you with the person you are calling.

Who administers relay services?

The Public Service Commission or Public Utility Commission within each state typically administer relay services. Relay providers are selected through a bidding process and enter into a contract agreement that is valid for a specified amount of time. Throughout the length of the contract, relay providers must adhere to the regulations and requirements set forth by the state along with those established by the Federal Communications Commission (FCC). As Internet Protocol Captioned Telephone services are available nationwide, they are administered by the Federal Communications Commission.
